Dave was invited to go to China to meet with several members of the Dragon Family. He was then sent to Europe to meet with The Ambassador (who was unable to make it to China) to learn more about the release of funds for humanitarian projects. Regarding the timing of events and workshops: "There may be a lot changing....because so much of the stuff that happens from week to week, and month to month, is very fluid, about how and when all of this is going to take place, and being in the position of where we are in now with the comments of the Family wanting to step in and to basically be funding projects, there's a lot of what I  call, just  fluid issues around that. And in my discussions with the ambassador and with the higher family members, a lot of it comes down to just one thing, and this is the simplest way to say it:


"There is an Administration of the Family. And every so many years, they make a shift. Well that shift is taking place right now. The old Administration is on it's way out, and the new Administration is on its way of moving in...and the best way to describe that, well it's kind of like a Lame Duck Session.


If you understand how Congress works in the United States, we just had a recent example of that. We had an election in November, in the US Senate, Republicans took control of the majority, so they are going to be the majority party, and they were elected to those positions in November, but they don't take office until January. So those months of November, December and January are what's called the Lame Duck Session. It's basically you've got an outgoing Administration, you've got an outgoing majority, and you've got a new incoming majority. It's the time in between, and that's the best way to describe it.


That's what's happening right now with the Family, and because the funding of these projects is a brand new issue, this is something they have never done before, and this is what the new Administration (the Family) wants to do, we're kind of in a state of flux right now until all the details get worked out..."
